Wikiversity is, in every sense, a highly experimental educational project [1] and experiments and education are messy. We value trial-and-errors and we encourage wikiversitians to build things up and see how things go. For instance, English Wikiversity has no official (which is a word we don't take seriously) deletion policy [2]. In wikipedia parlance, we have a lot of inclusionists in wikiversity. [3]

Wikiversity is relatively new and its scope wide. It is like a new go board if wikipedia is like a chess board: there is a lot of space and a lot of things for everyone to build. And building up is much more urgent than cleaning up; construction of learning resources[4] takes precedence over making things pretty.

That doesn't mean that we should delete only vandalism. If it happens that the existence of certain practically empty pages would prevent new users from building up good contents, it may be good to delete them.
